Portugal Relocation Checklist (2026)
Tick the boxes. Do not skip the order. Your progress saves automatically.
This is not a suggestion list. It is a sequence. Doing step 5 before step 2 is what costs people €5,000 in fines and 6 months of delays.
Need the actual tools? Get the Arrival KitPortuguese bureaucracy runs on its own clock. A process described as two weeks online is often two months in practice, and the counter staff are not the problem. The system is understaffed and the queues are real.
Assume every appointment needs a second visit. Assume one document will be rejected for a missing stamp. Build 30 percent slack into every timeline you plan, and never book a one-way flight around a date that depends on a government office.
The people who settle well are the ones who expected friction and prepared paperwork in duplicate. The people who struggle are the ones who expected efficiency and improvised.
Phase 1: 6 Months Out
Decide with numbers, not dreams
Lisbon rent runs €1,200 to €1,800. Porto runs €900 to €1,400. The visa requires proof of €9,360 per year of income at minimum. Build the budget before you build the dream.
D7 is passive income. D2 is business or entrepreneurship. Digital Nomad is remote employment or remote contracts. Article 89 covers Brazilian family reunification. Picking wrong costs you the full application fee and months of waiting.
Your passport must be valid at least 6 months beyond the visa application date. Renewals take weeks. Check today, not in month five.
US FBI checks take 8 to 12 weeks. UK ACRO takes about 2 weeks. Both need apostille or legalisation afterwards. This is the single most common reason applications slip a quarter.
Two lessons per week minimum with a real teacher. Duolingo alone will not get you through a Finanças counter or a Junta de Freguesia form.

Where people get burned. A D7 visa with freelance income. The D7 is built for passive income. Consultants and freelancers get refused every week because their income is active, not passive. Read the visa type before you book anything.
Phase 2: 3 Months Out
Build your legal foundation
Costs €80 to €150 through a representative and takes 1 to 2 weeks. You cannot rent, bank, or get a phone contract without it. Everything downstream is blocked until this exists.
N26 gives you a German IBAN almost immediately, which is enough for early payments. A Portuguese IBAN comes later, once you are on the ground.
Wise charges roughly 0.5 percent. High street banks charge 3 to 5 percent. On a €10,000 transfer that is about €500 kept in your pocket.

Get SafetyWingBook 2 to 4 weeks at €80 to €120 per night. Do not sign a long-term lease remotely. You cannot judge noise, damp, or heating from photos.

Warning. Non-Portuguese bank statements get rejected by some AIMA offices. Bring translated statements, and open a Euro account early so you have a second paper trail.
Phase 3: 1 Month Out
Land running
Airalo activates at Lisbon airport before you find the taxi rank. A working number matters for every appointment confirmation.
Get AiraloAIMA wants physical copies. Two sets. Digital documents on a phone screen are refused regularly.
Large transfers and foreign card use trigger fraud locks. A locked card on arrival day is a very bad day.
Lisbon waits run 4 to 6 months. Confirm the slot you booked from abroad and screenshot the confirmation.

Warning. Arriving and thinking you can book AIMA on the ground equals a 4 month wait. Book from abroad, before you fly.
Phase 4: First 30 Days
Survive the bureaucracy
Do this within 30 days of arrival. The atestado de residência unlocks most other registrations.
Bring passport, visa, proof of address, proof of income, insurance, NIF, bank statements, and photos. Missing one item means a new appointment months later.
Millennium and ActivoBank routinely accept foreigners. Bring NIF, passport, proof of address, and proof of income.
Public healthcare registration happens after AIMA, not before. Going early wastes a morning.
EDP for electricity, Aguas de Portugal for water, MEO, NOS, or Vodafone for internet. Most require NIF and a Portuguese IBAN for direct debit.
Monthly transport pass for Lisbon or Porto. Cheap, and it removes the daily ticket friction.

Warning. Signing a lease without Finanças registration means you cannot prove your address to AIMA. Ask the landlord for the registered contract before you transfer a deposit.
Phase 5: Days 31-90
Actually live here
The card arrives 2 to 6 weeks after your AIMA appointment. Keep the receipt until it lands.
Is it quiet? Are there groceries within walking distance? Does the flat have real heating in January? Daytime viewings hide all three answers.
Peak season is July to September. Prices drop 10 to 15 percent between October and March. Time your search.
Miss the deadline and you lose the tax benefit permanently. There is no appeal for a late filing.
Not Facebook groups. Portuguese neighbors, the shop owner on your street, the cafe you use daily. That network solves problems bureaucracy creates.
Compare the numbers from Phase 1 against three months of real spending. Adjust before the money runs, not after.

Warning. The NHR deadline is March 31. It is a calendar deadline, not a flexible one. Miss it and the benefit is gone permanently.
Scam warnings
No checkboxes here. Just read them twice.
Housing scams
- -A listing priced far below market with a landlord who is conveniently abroad.
- -Deposit requested by bank transfer or crypto before any viewing.
- -Refusal to provide a lease registered with Finanças.
- -Pressure to decide in hours because there are ten other applicants.
- -Photos that appear on other listings in other cities. Reverse image search them.
Visa scams
- -Anyone guaranteeing approval. Nobody can guarantee a consular decision.
- -Fixers charging four figures for a NIF that costs a fraction of that.
- -Fake AIMA appointment slots sold through social media accounts.
- -Advisors who cannot name the legal article your application falls under.
- -Template income letters. Consulates recognise them and refuse them.
